تحلیل نقش دین و نهادهای دینی در سیاستگذاری ایدز در ایران

چکیده
چکیده
سابقه و هدف: بیماری ایدز پدیدهیی اجتماعی است که در بررسی آن باید به فرهنگ، سنت و باورهای دینی جامعه توجه خاصی کرد. ازاینرو، پژوهش حاضر با هدف تحلیل نقش دین در سیاستگذاری کنترل ایدز در ایران صورت گرفته است.
روش کار: این پژوهش، کیفی ازنوع تحلیل محتوا و با رویکرد استقرایی است که در آن از منظر عوامل مؤثر بر سیاستگذاری؛ با 30 نفر از سیاستگذاران، افراد مطلع کلیدی، ذینفعان و بیماران؛ مصاحبهی نیمهساختاریافته صورت گرفت و حدود 21 سند سیاستی بررسی شد. دادههای بهدستآمده نیز بهروش تحلیل چارچوب و با استفاده از نرمافزار MAXQDA تجزیه و تحلیل شد. در این پژوهش همهی موارد اخلاقی رعایت شده است. علاوهبراین، نویسندگان مقاله هیچگونه تضاد منافعی گزارش نکردهاند.
یافتهها: بعد از فرایند کدگذاری، حدود 300 کد اولیه استخراج شد. این کدها بعد از بررسیهای مکرر در سه حیطهی ذیل مجزا شد: نقش دین و عوامل پیشبرنده و بازدارندهی آن در سیاستها؛ نقشهای متفاوت روحانیت در قالب مرجع دینی، سیاستمدار و مشاور؛ و همچنین چگونگی ایفای نقش نهادها و مؤسسههای دینی در فرایند سیاستگذاری ایدز.
نتیجهگیری: دین و طرز تفکر (ایدئولوژی) برآمده از آن، کارکردهای پیشبرنده و بازدارندهی پرقدرتی در اجرای برنامههای کنترل و پیشگیری از ایدز دارد. بیتوجهی به جنبهی مذهبی جامعهی ایرانی، سبب اثربخشی اندک سیاستها و بهدست نیامدن نتیجهی مناسب در کنترل ایدز شده است.
