تأثیر درک اخلاقی از فرار مالیاتی بر تمکین مالیاتی ارائهدهندگان خدمات سلامت

چکیده
زمینه و هدف: فرار مالیاتی از موضوعات مهم مالی است که عوامل مختلفی بر آن تأثیر دارد. به نظر میرسد میزانی که مؤدیان، فرار مالیاتی را موضوعی اخلاقی فرض کنند، بر تمکین مالیاتی مؤثر است، اما این موضوع هنوز مورد توافق کارشناسان قرار نگرفته است، لذا پژوهش حاضر با هدف تعیین تأثیر درک اخلاقی از فرار مالیاتی بر تمکین مالیاتی ارائهدهندگان خدمات سلامت در دانشگاههای علوم پزشکی شهر تهران انجام شد.
روش: این مطالعه از نوع توصیفی ـ همبستگی است. جامعه آماری پژوهش کادر پزشکی (پزشکی، پیراپزشکی، دندانپزشکی و داروسازی) شاغل در دانشگاههای علوم پزشکی شهر تهران بود که تعداد 383 نفر بر اساس فرمول کوکران و به روش نمونهگیری تصادفی ساده به عنوان نمونه پژوهش انتخاب شدند. ابزار جمعآوری دادهها پرسشنامه Kaliberg و همكاران (2008 م.) و Waltin and Bettman's (2011 م.) بود که روایی آن به روش صوری و محتوایی و پایایی آن به روش آلفای کرونباخ محاسبه و تأیید گردید. نتایج به دستآمده با استفاده از مدل معادلات ساختاری و نرمافزار Smart PLS 2 تجزیه و تحلیل شد.
ملاحظات اخلاقی: در این مطالعه اهداف پژوهش به مشارکتکنندگان توضیح داده شد و بر حفظ محرمانگی دادهها تأکید شد. مشارکتکنندگان در پاسخدادن به پرسشنامه مختار بودند.
یافتهها: نتایج نشان داد اخلاقی تصورکردن فرار مالیاتی، بر تمکین مالیاتی ارائهدهندگان خدمات سلامت تأثیر منفی و معناداری دارد (p<0/05 , r=-0/524)، ضمن اینكه ابعاد آرمانگرایی، دانش مالیاتی بر تمکین مالیاتی تأثیر مثبت، دینداری و سطح تحصیلات بر تمکین مالیاتی تأثیری نداشته و نسبیتگرایی بر تمکین مالیاتی کادر پزشکی تأثیری منفی و معنادار دارد.
نتیجهگیری: یافتههای این پژوهش به سیاستگذاران مالیاتی کمک میکند که به جنبههای اخلاقی تمکین مالیاتی توجه بیشتری نمایند و برای پیشگیری از فرار مالیاتی تمهیداتی بیندیشند.
