توسعه ابزار ارزیابی بلوغ سیستم مدیریت :HSE مطالعه موردی در پروژههای ساخت متروی تهران

چکیده
زمینه و اهداف: پروژههای ساخت مترو به دلیل پیچیدگی فنی و ریسکهای متعدد، نیازمند استقرار سیستمهای مدیریت بهداشت، ایمنی و محیطزیست (HSE) در سطحی بالغ و نظاممند هستند. هدف این پژوهش، توسعه ابزاری بومی جهت ارزیابی سطح بلوغ سیستم مدیریت HSE در پروژههای ساخت مترو بود.
مواد و روشها: این مطالعه توصیفی- مقطعی در سال ۱۴۰۲ انجام شد. ابتدا با مرور متون علمی و اخذ نظر خبرگان، مؤلفهها و شاخصهای مرتبط استخراج و ابزار اولیه طراحی گردید. روایی محتوایی ابزار تأیید و پایایی آن با استفاده از ضریب آلفای کرونباخ (0/85) ارزیابی شد. به منظور تعیین وزن شاخصها از روش تحلیل سلسلهمراتبی (AHP) استفاده شد. ابزار نهایی در پروژههای ساخت متروی تهران اجرا و دادهها تحلیل گردید. این پژوهش با پایبندی کامل به اصول اخلاقی انجام شد.
یافتهها: ابزار طراحی شده شامل ۶ مؤلفه و ۱۲ شاخص اصلی بود. نتایج نشان داد بیشترین وزن مربوط به مؤلفه "آمادگی و پاسخگویی در شرایط اضطراری" و کمترین وزن مربوط به "آموزشهای تخصصی" است. میانگین امتیاز بلوغ HSE در پروژههای مورد بررسی در سطح "مدیریت شده" (3/16 از ۵) قرار داشت.
نتیجهگیری: ابزار توسعهیافته از روایی و پایایی مناسب برخوردار بوده و چارچوبی کاربردی برای سنجش و بهبود سطح بلوغ HSE در پروژههای زیرساختی فراهم میکند. با توجه به وزن بالای آمادگی در شرایط اضطراری، اولویتدهی به برنامهریزی مدیریت بحران، ارتقای ساختارهای مدیریتی و کنترل مخاطرات در محیطهای زیرزمینی پیچیده، نقشی کلیدی و مستقیم در ارتقای سطح بلوغ سیستم مدیریت HSE در این پروژهها دارد.
