تبیین مؤلفههای مؤثر بر حکمروایی اجتماعی آب با رویکرد اخلاق زیستی

چکیده
زمینه و هدف: امروزه، ظهور گفتمان اخلاقی در شبکههای سیاست جهانی آب به بحثهایی کلیدی در مورد اینکه اخلاق آب با سایر ادعاهای هنجاری چه تناسبی دارد، منجر شده است، لذا هدف نوشتار حاضر ارائه الگویی راهبردی برای ظرفیتسازی اجتماعی و جامعهپذیری مردم نسبت به مسائل بحران آب است، به گونهای که اغلب مطالعات و کنفرانسهای بینالمللی به اتفاق بر این نکته تأکید نمودهاند که بحران آب، یک بحران حاکمیت/ حکمرانی و مدیریت آب است تا کمبود آب.
روش: پژوهش حاضر از نظر هدف، کاربردی و به لحاظ قلمرو زمانی مقطعی بوده است. مطالعه حاضر از تکنیک دلفی و با استفاده از پنل خبرگان بر روش نمونهگیری غیر احتمالی و از نوع گلوله برفی صورتگرفته است. بر اساس ماهیت موضوع حجم نمونه 30 نفر تعیین گردیدند. برای تحلیل دادهها از روش مدل معادلات ساختاری روابط علی بین متغیرها با نرمافزار SmartPLS 3 استفاده شده است.
ملاحظات اخلاقی: در تدوین این پژوهش حفظ اصالت متون، صداقت و امانتداری رعایت شده و مشارکتکنندگان با آگاهی از اهداف پژوهش حاضر به همکاری شدهاند.
یافتهها: نتایج تحلیل مسیر نشان داد بیشترین تأثیر مربوط به سازه تعهد متقابل با ضریب تأثیر 565/0 و سازه انسجام فرهنگی با ضریب 471/0 بوده است. تعهد متقابل از مهمترین مؤلفههای مؤثر بر اخلاق زیستی در حوزه حکمروایی اجتماعی فرهنگی آب خواهد بود. همچنین انسجام فرهنگی و تقویت ابزارهای آن از طریق شناسایی عوامل مؤثر بر اصلاح الگوی مصرف در سطح خانواده، آموزش و پرورش و رسانههای جمعی میتواند زیربنایی برای حکمروایی آب باشد.
نتیجهگیری: بین تعهد متقابل و اجتماعی و مسئولیتپذیری و رفتار صرفهجویانه در مصرف آب، رابطه وجود دارد و میتوان با بالابردن گرایشهای شناختی، عاطفی، رفتاری مردم نسبت به صرفه جویی در مصرف آب، از میزان مصرف بیرویه در ایران کاست.
