Evaluation of the Non-Structural Readiness Status of Masih Daneshvari Hospital before and after the Intervention Based on the Focus-PDCA Model

Abstract

Background and Aim: The continuity of hospital operations in disasters and emergencies is vital because the hospital is the first and closest place to receive medical services, regardless of the possibility of providing services during disasters. Present study aims to improve the safety performance of Masih Daneshvari Hospital based on measuring the quantitative and qualitative performance of equipment and the vulnerability of non-structural components using the FOCUS-PDCA method. Therefore, the purpose of this study is to improve the safety performance of Masih Daneshvari Hospital with the help of process owners based on measuring the quantitative and qualitative performance of equipment and the vulnerability of non-structural components, and taking intervention measures.

Materials and Methods: This study is an applied research with a participatory action research method, in which field surveys were conducted by the evaluation team based on the Farsi Hospital Disaster Safety Assessment Tool (FHSI) in 2023.

Results: The hospital's safety level before the intervention was ranked 6 out of 10 (safety assessment level six = moderate). After the intervention, the non-structural safety assessment score increased by one step to rank 7 out of 10 (safety assessment level eight = relatively favorable).

Conclusion: Conducting a non-structural assessment at Masih Daneshvari Hospital proved the important point that serious safety deficiencies in the hospital are related to fire protection and firefighting deficiencies, which, by observing the similarity in the results of other studies, can be generalized to most medical centers and hospitals. It is suggested that by using action research in this area, the different dimensions of preparedness (structural, non-structural, and functional) can be largely untangled.
