A Comparative Analysis of Health, Safety, and Environmental Hazards in Educational and Administrative Buildings with a Control and Preventive Approach to Accidents

Abstract

Background and Aim: In administrative and educational buildings, various safety hazards exist that, if overlooked, could lead to irreparable accidents. The aim of this study was to conduct a comparative analysis of health, safety, and environmental (HSE) hazards in educational and administrative buildings and to provide control and preventive measures to increase awareness of the HSE status in these buildings.

Methods: In this study, all processes, activities, locations, and spaces within the two educational and administrative buildings (Buildings 1 and 2) were initially examined. Subsequently, HSE hazard identification worksheets were prepared using the HAZID technique. These worksheets were then evaluated and completed using a risk matrix, taking into account national and international HSE laws and regulations. Finally, specific guidelines were developed for each section. A Comparative Qualitative Analysis approach was employed in this study to explore the similarities and differences in health, safety, and environmental hazards between the two buildings. The research was conducted in accordance with ethical principles, and no specific ethical code was required.

Results: The findings of this study indicated that the total number of identified hazards in the educational-administrative building (1) was 61, and in building (2) was 48. Of these, 24 hazards in building (1) and 15 hazards in building (2) were in the acceptable range (low risk level). Furthermore, 31 hazards in building (1) and 28 hazards in building (2) were in the tolerable range (medium risk level), while 6 hazards in building (1) and 5 hazards in building (2) were in the unacceptable range (high risk level).

Conclusion: Based on the results of this study, using the HAZID technique, HSE hazards in educational-administrative buildings (1) and (2) were identifiable. Hazards in the acceptable range should be monitored to prevent them from entering the tolerable range. For hazards in the tolerable range, preventive measures should be considered to prevent them from entering the unacceptable range. Finally, for hazards in the unacceptable range, immediate actions should be taken to reduce the risk level to the tolerable level.
