چارچوب ملی پیشنهادی برای مدیریت مواجهه شغلی با پرتوهای غیریونساز در ایران: تحلیل شکافها و گزینههای سیاستی سیاستگذاری ایمنی و مدیریت مواجهه شغلی با پرتوهای غیریونساز

چکیده
سابقه و هدف: گسترش کاربرد فناوریهای مبتنی بر پرتوهای غیریونساز در محیطهای شغلی، از جمله صنایع، مراکز درمانی و سامانههای مخابراتی، موجب افزایش مواجهه با این پرتوها شده و ضرورت تدوین چارچوبهای سیاستی و مدیریتی برای کنترل مؤثر مواجهه و حفاظت از سلامت شاغلان را برجسته کرده است.
روش کار: این پژوهش بهصورت توصیفی-تحلیلی و با رویکرد سیاستپژوهی انجام شد. دادهها از طریق مرور منابع علمی، استانداردها و دستورالعملهای بینالمللی گردآوری شد. مخاطرات پرتوهای فرابنفش، لیزر، میدانهای الکترومغناطیسی و امواج رادیوفرکانسی از نظر منابع مواجهه، اثرات بیولوژیکی، حدود مجاز، روشهای پایش و راهکارهای کنترلی تحلیل و نقش کنترلهای مهندسی، اداری و تجهیزات حفاظت فردی بررسی گردید.
یافتهها: نتایج نشان داد که کارکنان صنایع جوشکاری، مراکز درمانی، واحدهای دارای تجهیزات لیزری، سامانههای مخابراتی و صنایع الکترونیک با سطوح بالاتری از پرتوهای غیریونساز مواجه هستند. مهمترین چالشهای شناساییشده شامل نبود برنامههای پایش مستمر، کمبود آموزش تخصصی، ضعف اجرای کنترلهای مهندسی و عدم رعایت حدود مجاز مواجهه بود. همچنین، کنترلهای مهندسی، محصورسازی منابع تابش، سیستمهای ایمنی، پایش منظم و آموزش کارکنان بهعنوان راهکارهای مؤثر کاهش مواجهه شناخته شدند. تحلیل اسناد ملی نیز شکافهای عمدهای در هماهنگی بینبخشی، ثبت مواجهههای شغلی و ایجاد نظام پایش یکپارچه نشان داد.
نتیجهگیری: مدیریت ایمنی پرتوهای غیریونساز نیازمند چارچوبی یکپارچه و پیشگیرانه مبتنی بر شناسایی خطر، ارزیابی مواجهه، پایش مستمر، آموزش و کنترلهای مهندسی است. توسعه استانداردهای بومی، تقویت نظارت تخصصی و ارتقای نظام پایش از الزامات اساسی حفاظت از سلامت کارکنان محسوب میشود.
