Traffic Safety: From Single-Dimensional Approaches to Complex Systems Governance

Abstract
Road traffic injuries remain one of the leading public health challenges worldwide, claiming approximately 1.3 million lives annually and leaving millions more with temporary or permanent disabilities. Despite the implementation of various preventive programs, public awareness campaigns, and legislative interventions, the reduction in traffic-related mortality in Iran has remained unsatisfactory. This persistent burden suggests that road traffic injuries cannot be effectively addressed through isolated or single-dimensional interventions. Contemporary evidence recognizes traffic injuries as a wicked problem, arising from the complex interaction of human, social, economic, cultural, environmental, infrastructural, and governance-related factors. Guided by systems thinking and the Haddon Matrix, traffic safety should be viewed as the outcome of coordinated interactions among road users, vehicles, infrastructure, legislation, emergency medical services, urban planning, and broader governance mechanisms. Recent traffic patterns in Tehran—including the high proportion of fatal crashes occurring on expressways and the substantial vulnerability of pedestrians, underscore the need for evidence-based, multidisciplinary interventions. In this context, the Journal of Safety Promotion and Injury Prevention is committed to advancing high-quality scientific evidence that informs policy development, strengthens injury prevention strategies, and promotes safer communities. This issue emphasizes the necessity of shifting from fragmented interventions toward integrated governance, intersectoral collaboration, systems-based approaches, and data-driven decision-making to achieve sustainable improvements in road traffic safety.
