ارزیابی ریسک مخاطرات زیست محیطی پارک ملی بمو براساس روش TOPSIS

Abstract

مقدمه: مناطق تحت مدیریت سازمان حفاظت محیط زیست، نقش کلیدی در حفاظت از اکوسیستم ها و تنوع ژنتیکی برای دستیابی به توسعه پایدار ایفا می کنند. پارک ملی بمو به عنوان یکی از ارزشمندترین مناطق چهارگانه تحت حفاظت در کشور، از این قاعده مستثنی نیست. مطالعه حاضر با هدف شناسایی، تجزیه و تحلیل و اولویت بندی مخاطرات تهدیدکننده این پارک ملی انجام شده است.

مواد و روش ها: در این پژوهش، ابتدا با استفاده از بازدید میدانی و تکنیک دلفی، مخاطرات منطقه شناسایی شدند. بدین منظور، پرسشنامه هایی توسط ۵۰ نفر از متخصصان و کارشناسان محیط زیست تکمیل گردید. از میان ۲۵ مخاطره    شناسایی شده، ۲۰ مورد برای تحلیل نهایی پذیرفته شدند. سپس، رتبه بندی این مخاطرات با استفاده از روش TOPSIS و بر اساس سه شاخص شدت اثر، احتمال وقوع و احتمال کشف انجام پذیرفت.

یافته ها: نتایج نشان داد که مخاطره "کمبود محیط بان" با ضریب نزدیکی ۰٫872 بالاترین ریسک و مخاطره "کمبود علوفه" با ضریب نزدیکی ۰٫000 کمترین اولویت را در منطقه دارا هستند. سطح بندی ریسک ها نیز نشان داد که ۱۰ مخاطره در رده متوسط، ۵ مخاطره در رده بالا و ۵ مخاطره در رده پایین قرار می گیرند.

بحث و نتیجه گیری: بر اساس یافته ها، مهمترین مخاطرات شناسایی شده عمدتاً ریشه در عوامل مدیریتی و ساختاری دارند. به طوری که کمبود محیط بان، ضعف در اجرای قوانین و کمبود اعتبارات به عنوان اولویت های اصلی شناسایی شدند. در مقابل، مخاطرات طبیعی مانند کمبود علوفه و آتش سوزی در اولویت های پایین تری قرار گرفتند که نشان دهنده تأثیرپذیری آن ها از ضعف های مدیریتی است. مهم ترین راهکارهای کنترلی و اصلاحی شامل جلوگیری از ورود دام های اهلی به پارک، تأمین علوفه مورد نیاز و ارتباط مؤثر با جوامع بومی و محلی می باشد.
