ارزیابی سیاست های مدیریت دولتی در ارتقای ایمنی و کاهش حوادث شغلی در سازمان¬های دولتی (مطالعه موردی: شرکت ملی مناطق نفتخیز جنوب)

چکیده
زمینه و هدف: ایمنی شغلی در صنایع پرخطر، بهویژه در بخش نفت و گاز، از مهمترین چالشهای مدیریت دولتی به شمار میرود. پژوهش حاضر با هدف ارزیابی سیاستهای مدیریت دولتی در ارتقای ایمنی و کاهش حوادث شغلی در شرکت ملی مناطق نفتخیز جنوب انجام شد.
مواد و روش ها: این مطالعه از نظر رویکرد، کیفی و از نظر هدف، کاربردی بوده و دادهها از طریق مصاحبههای نیمهساختاریافته با 15 نفر از خبرگان متخصصان حوزه ایمنی گردآوری شد. دادههای حاصل از مصاحبهها با استفاده از روش تحلیل مضمون و بر اساس الگوی ششمرحلهای براون و کلارک تحلیل شد.
یافته ها: نتایج نشان داد مضامین سازماندهنده در قالب چهار مضمون فراگیر شامل «حکمرانی ایمنی و مدیریت دولتی در سازمانهای عملیاتی»، «توانمندسازی سرمایه انسانی و نهادینهسازی فرهنگ ایمنی»، «نظام یادگیری سازمانی و مدیریت ریسک در ارتقای ایمنی» و «پیامدها و چالشهای اثربخشی سیاستهای مدیریت دولتی در ایمنی» طبقهبندی میشوند. بنابر یافته ها؛ سیاستهای کلیدی مدیریت ایمنی شامل استقرار نظام HSE، استانداردسازی فرآیندها، آموزش و توانمندسازی کارکنان، مشارکت کارکنان در تصمیمگیریهای ایمنی، ارزیابی ریسک، ممیزی و نظارت مستمر و توسعه فرهنگ گزارشدهی حوادث است.
نتیجه گیری: در مجموع، اجرای این سیاستها منجر به کاهش نرخ و شدت حوادث شغلی، کاهش هزینههای ناشی از حوادث، افزایش بهرهوری سازمانی و ارتقای احساس امنیت شغلی کارکنان شده است. با این حال، چالشهایی نظیر تعارض اهداف تولید و ایمنی، محدودیت منابع، مقاومت در برابر تغییر و ضعف هماهنگی بینبخشی نیز شناسایی شد.
