جایگاه اخلاق در ارزیابی فناوریهای سلامت

چکیده
ارزیابی فناوری سلامت (HTA)1 فرایندی چند رشتهای است که اطلاعات مربوط به مسائل پزشکی، اجتماعی، اقتصادی و اخلاقی کاربرد فناوریهای سلامت را به شیوهای نظام مند، شفاف، بدون سوگیری و نیرومند خلاصه میسازد. هدف از انجام آن ایجاد آگاهی و ارائه اطلاعات به منظور تدوین سیاستهای سلامت صحیح و اثربخش است که بیمار محور و به دنبال دستیابی به بهترین ارزش باشند. اگر چه ارزیابی جنبه های اخلاقی فناوری سلامت به عنوان یکی از اهداف فرایندHTA مطرح است، در عمل، ادغام این جنبه به گزارش فرایند مورد اشاره همچنان بصورت محدود صورت میگیرد. ترکیب ملاحظات اخلاقی در HTA میتواند منجر به بهبود ارتباط بین ارزیابیهای فناوری مراقبت سلامت و سیاستگذاری سلامت در هر دو گروه کشورهای توسعه یافته و درحال توسعه شود. از این رو، مقاله حاضر بر چند نکته تمرکز یافته است: مفهوم HTA؛ رابطه HTA و اخلاق؛ مسائل اخلاقی در HTA؛ تحلیل اخلاقی و روشهای مورد استفاده آن جهت یکپارچهسازی تجزیه و تحلیل اخلاقی در HTA.
