آسیبشناسی نقش زنان در عرصه سیاستگذاری با رویکردی بر حقوق شهروندی و ارائه راهکارهای مناسب

چکیده
یکی از موضوعات اصلی در توسعه، میزان بهرهگیری صحیح از توانمندیها و استعدادهای نیروی انسانی جامعه است. مشاركت زنان در عرصههای مختلف اقتصادی، اجتماعی و... یكی از شاخصهای تولید كشور محسوب میشود. با این حال همواره در طول تاریخ زنان و فعالیتهای آنان دارای چالشهای فراوانی بوده است و هماکنون نیز در ارتباط با مشاركت زنان در عرصههای سیاسی نیز، فاصله زیادی بین موقعیت زنان كشور ما با جامعه بینالمللی وجود دارد. یکی از مهمترین راهبردها، توانمندسازی زنان با تأکید بر این نکته است که مشارکت زنان صرفاً به مفهوم بهرهمندی آنان از مزایا و نتایج برنامههای توسعه نیست، بلکه آنان باید در اجرای برنامهها و طرحهای توسعه مشارکت فعال داشته باشند. به نظر میرسد به دلیل عینیبودن ساختار سیاسی و انباشتگی حجم قدرت سیاسی، در آغاز میبایست به طرزی ساختار سیاسی را مجاب نمود كه بتواند درونمایههای برابر خواهانه را در خود بپذیرد و سپس با تصمیمسازیهای به هنگام، قواعد حقوقی مبنای كردارهای مشاركتخواهانه را بر بنیان تساوی حقوق و آزادیها، تأسیس كند. مطالعه حاضر با توجه به ضعفهای موجود در مشارکت زنان و محدودیتهای تلقینی برای ایشان در فرهنگ و سیاستگذاریهای کشور، اقدام به بررسی ابعاد مختلف نقش زنان، پتانسیلها، میزان مشارکت و عوامل ممانعتکننده از مشارکت ایشان فارغ از جنسیت و اقدامات انجامشده و پیشنهادی جهت افزایش مشارکت زنان در سیاستگذاری عمومی کشور نموده است.
