برنامه کشوری تأمین مالی خرد با رویکرد بانکداری پیوندی در سازمان بهزیستی ایران ؛ اهداف، الگوی خدمت، چالش ها و راه آینده

چکیده
زمینه و هدف: علیرغم تأسیس نهادها و سازمان های مختلف در تحقق حقوق و آموزش زنان و به رغم هزینه های قابل توجه، آنها از مسائل و مشکلات ناشی از فقر اقتصادی و فقر فرهنگی در رنج هستند. لذا سازمان بهزیستی مصمم شد مشکل این گروه از جامعه هدف را با برنامه کشوری تأمین مالی خرد کاهش دهد. هدف این مطالعه تبیین اهداف، الگوی خدمت، چالش ها و راه آینده برای این برنامه کشوری در سازمان بهزیستی بود.
روش و مواد: این مطالعه به صورت مطالعه کیفی در سال 1395 انجام شد. شرکت کنندگان در مطالعه شامل مدیران و کارشناسان ادارات کل سازمان بهزیستی در 31 استان کشور،21 عضو از میانجیان مردمی و سازمانهای همکار و ذینفع و پنج نفر از مدیران ارشد ستادی و کارشناسان ارشد معاونت اجتماعی سازمان بهزیستی کل کشور بودند. دادهها با استفاده از تحلیل اسناد و مصاحبه با صاحب نظران جمع آوری گردید و با روش تحلیل محتوا آنالیز شد.
یافته ها: برنامه کشوری تأمین مالی خرد، با اهداف توسعه اقتصاد خانواده، بهرهمندی روستاییان از وام های بانکی بدون ضامن و توانمندسازی آنها و توسعه اشتغال وکسب وکارهای خرد و افزایش مهارت های پس انداز و بانکداری گروه هدف اجرایی شد. ناآشنایی ذینفعان خارجی، نظام بانکی مشکل دار، دیدگاه کوتاه مدت و انعطاف ناپذیری مسئولین و واگذاری وظایف به بخش خصوصی به عنوان چالش های برنامه مطرح گردید. افزایش مساعدت مالی مؤسسه به گروه خودیار، کاهش نرخ سود وام های پرداختی توسط بانک کشاورزی، افتتاح حساب به نام گروه خودیار، بازپرداخت وام ها به صورت اقساطی، افزایش اطلاع رسانی درباره قانونی بودن برنامه، افزایش درصد سهم حق الزحمه مجریان محلی و جاری سازی روحیه کارآفرینی از راهکارهای پیشنهادی بود.
نتیجه گیری: علیرغم خدمات ارائه شده در برنامه کشوری تأمین مالی خرد، این برنامه با چالش هایی در سطح دولت و ذینفعان خارجی و قوانین بانکی مواجه است. به منظور بهبود وضعیت موجود، به کارگیری راهکارهای پیشنهادی به همراه بازنگري و اصلاح فرآيندهاي مرتبط ضرورت دارد.
