تبیین جایگاه قواعد اخلاقی در موافقتنامه کشاورزی سازمان تجارت جهانی

چکیده
زمینه و هدف: موافقتنامه کشاورزی یکی از بخشهای مهم سازمان تجارت جهانی است که در دسترسی به بازارهای آزاد و ارتقای وضعیت تغذیه، سلامت و محیط زیست نقش مهمی دارد. از این رو مطالعه حاضر با هدف تبیین رویکرد و جایگاه قواعد اخلاقی در این موافقتنامه انجام شده است.
مواد و روشها: مطالعه کیفی حاضر به شیوه تحلیل سند انجام شده و به تبیین رویکرد و جایگاه قواعد اخلاقی منعکس در موافقتنامه کشاورزی سازمان تجارت جهانی میپردازد.
یافتهها: عدالت، برابری و عدم تبعیض، انصاف، صداقت و عدم توسل به فریب، پایبندی به تعهدات، توجه به سلامت عمومی و حفاظت از محیط زیست از مهمترین اصول و قواعد اخلاقی در موافقتنامه کشاورزی هستند. همچنین، فعالیتهای تحقیقاتی، آموزشی، بازرسی، زیربنایی، خدمات بازاریابی و ترویج برنامههای مرتبط با محیط زیست، کنترل آفات و بیماریها، ذخیرهسازی عمومی برای تأمین امنیت غذایی، کمک غذایی داخلی، پرداختها ی مستقیم به تولیدکنندگان، مشارکت مالی دولت در برنامههای مربوط به تضمین و بیمه درآمد، پرداختها برای رهایی از بلایای طبیعی، گواهی بر رویکرد اخلاق زیستی در این موافقتنامه است.
نتیجهگیری: بر مبنای مقررات و معاهدات موافقتنامه کشاورزی، قواعد اخلاقی نظیر عدالت و انصاف و همچنین حفاظت از محیط زیست شرایط مناسبی را برای کشورهای در حال توسعه از جمله کشورما پدید میآورد تا در چارچوب آن بتوانند با دوری از انزوای اقتصادی، ارتباطات اقتصادی خود را در زمینههای کشاورزی گسترش دهند و امنیت غذایی جامعه را تأمین کنند.
